Smallest full sized ATX PC case

Hi there i was wondering what the smallest case that will fit a full atx is?

I have design and I am planning to manufacture a very small ATX form factor case. the case is less than 21 liters in volume, which is smaller than even most HTCP cases, and it will be fully functional with up to duel graphics cards, 200mm PSU and 275MM radiator. Hit me up if interested.
