SMART showing errors, HDAT2 not finding anything

Recently i had problems with my laptop as the HDD usage in task manager was always 100%.
also using crystal disk mark i found that the reallocated sectors count is high.
i tried solving the always 100% usage problem using all the software related ways i found and nothing did work.
i decided to use HDAT2 to scan for bad sectors and try to fix them
i used the verify/write/verify method but it didn't find any bad sectors
the reallocated sectors count showing currently (raw data) is 1608

what should i do to solve this problem or is it unsolvable
the hard disk is new (i bought it only 2 months ago)
 
Solution
If affordable, if possible, usb or dvd boot, clone this problematic source HD onto a trusted target HD, put the target HD in a safe place, in case more drastic DR measures might be needed. Then, perhaps, consider either a DR specialist/company or continue with TestDisk/PhotoRec or ddrescue or any set of DR utilities you are comfortable with.
Many DR specialist recommend, in cases of imminent HD failure, physical or "logical", this cloning before "it's too late/data is gone for good" stage is reached.
