Smartphone Motorola G4 only charging when off

Solution
1. Power off Phone, press and hold the Volume Down button and the Power button at the same time until the device turns on.
2. Press the Volume Down button to highlight "Recovery mode"
3. Press the Power button to restart into Recovery mode.
You'll see an image of an Android robot with a red exclamation mark.
4. Holding the Power button, tap Volume Up once and then release the Power button.
5. Use the volume buttons to scroll to "wipe cache partition" and press the Power button to select it.
5. "Reboot system now" will be highlighted, press the Power button to select it.

Try to charge the device with it on, if no luck then try the following.

1. Shutdown you Phone
2. Charge till 100%
3. Use the phone till it shuts down completely during...

2. Charge till 100%
3. Use the phone till it shuts down completely during the day.
4. Do 1,2,3 for 4 days
5. On day 5 connect the charger with the power on when it gives you the low battery warning and see if it will charge.

Your phone should be in two states,
"Low power warning" or close to it when you connect it to the charger 25% is a pretty good number.
100% when you pull it off the charger.

The worst thing you can do with a android device is keep it seesawing on the battery meter they tend to get confused, this has always been a issue.
