those brackets unscrew from the fan and will screw into the new one. that is a custom molded part of the heatsink.
the only way to get replacements is to call Coolermaster and see if they can sell them to you. if the fan is the fault you should be able to remove the brackets via the corner screws and attach to a new same sized fan then clip on to the cooler.
