Sniper elite 2 refresh rate

Hey guys im having a huge prob. With sniper elite 2. When I launch it from steam it says that the refresh rate is out of range. Ive tried forcing it to use 60Hz in the launch options but to no avail. Please answer ASAP thanks in advance

Does anyone know where I could get the nvidia refresh rate patcher because the sendspace link downloads something completely different and on mediafire it says that its been moved or deleted
