Sniper Series VS Eco Series

I'm trying to decide which RAM to buy. The choices are:
1. G.Skill Sniper 2x4GB DDR3 1600 PC3 12800 CL9 1.25V
2. G.Skill ECO 2x2GB DDR3 1600 PC3 12800 CL9 1.35V
3. G.Skill ECO 2x2GB DDR3 1600 PC3 12800 CL7 1.35V

Basically, I'm looking for a power efficient memory to be used with Intel i3-3220 and either MSI B75IA-E33 or ASRock B75M-ITX as a mini HTPC build.

I know that those three are not really in the same class since the Sniper is 8GB while the ECOs are 4GB. But those are the only packages I can find at my local stores. Please help me rank them if you would. Thanks.

Are you suggesting that the ECO CL9 uses different chips?
