Snowy Screen/Static problem... Graphics Card?

I have a ATI Radeon RX480 graphics card. Sometimes, very rarely, on loading windows or after I exit the screen saver, it displays a white snowy background for just a second then my desktop immediately goes back to normal. Is this a serious issue? Should I RMA this card?
Its like the kind you get on TV's when they have no reception...the kind of static or interference where the screen is just white and black spots. It displays this for a brief period, like its transitioning back to normal. Its only happened a couple of times since I got the card in April 2017.

I think someone needs to be over 30 to understand what a snowy screen looks like. Blind Man On Snow Mountain is probably one of its best movies.

I recommend changing out your HDMI cable. Replace it with a recent 2.0b HDMI cable. I had that issue with a 970. It lasted through a couple TV's proving the monitor wasn't the issue. I also couldn't take a screenshot of it meaning the GFX card was sending out a clear signal. The problem must be happening after the PC...

It happened when I first installed it. Its been going on for some time, but it happens very seldom like once every month or few months. I just updated my driver. I read similar things have happened to others because of driver issues so I'm hoping its that. We'll see.
