Question So confused, GTX 760, Re: Random pixels, code 43, dxdiag, etc

Okay. I got a GTX 760 today that I imagine is dying. The model alone is not a good sign. Sometimes the display is perfect, other times colored specks will appear and move a bit throughout the display. I'm addition, dxdiag reports that there's an error of some kind and to look up code 43. The device manager has an exclamation saying Windows stopped the device. I'm on Win 10 Pro, i9 3.7 ghz, 32gb ddr4, 500watt psu. Every game I try says that it requires a directx level that probably has something to do with whatever the issue is. I've tried multiple drivers to no avail. My neck is shot. Does anyone know what on Earth is going on? Sorry for my ignorance. Thanks for your patience.
 
Try clean installing your drivers using DDU.

Also, it's this card "MSI N760, Nvidia GeForce GTX 760 2GB 256BIT GDDR5, PCI Express Graphics Card.

The DDU tool didn't help. The artifacts are gone at the moment. I'm not sure why but they've been gone for quite awhile now. In fact it's running so well that you'd think everything is fine but evidently not. The image I posted showing no CUDA or memory etc can't be good.
