which one is better ? gtx 1050 or gtx 1050ti MAX-Q

They will be fairly close in performance. The Max Q is a laptop version of the 1050ti. Typically, max q GPUs are about 10% slower than their desktop brothers. The advantage is the Max Q GPUs run cooler, therefore they can fit in smaller, thinner, and lighter notebooks. Max Q GPUs also come with more of a premium price despite being a little slower.

so can i overclock the gtx 1050 to similar performance as the MAX-Q card ?

Yeah, as long as you have the thermal headroom. But a stock 1050, it going to perform very close to a 1050 ti max q.
