It'd be nice if there was something in the game that explained this like a
bulletin board in Britain or something.

Well, it is all over the uo.com web site, and the 'official' boards at
Stratics, but...

go to the town of Zento, and head for the community center - the large
building to the west of town. Go upstairs, and look for the NCP standing
still in one spot near the south wall. A gump should appear listing the
artis that you have with you, and ask which ones you want to trade in, max
of 10 at a time. You will then be able to pick the major arti you want. If
you're playing on Siege or Mugen, watch out for thieves.
