Looks like your hard drive might have gone, it can't find the OS. What does each option present you? Does F1 simply restart the PC and F2 enter a BIOS of some sort?

It seems that either all of your hard drives / CD-ROMs have gone, or your motherboard is gone. Try to enter setup, reset to defaults (this should set your drives to Auto), and check whether BIOS recognizes your drives.

if cmos battery has failed and date & other settings in cmos are corrupt some Dells take a long time to re detect hard drives and start up.
