[SOLVED] So I'm screwed then? New Build, flashing light then immediately off

You should be able to determine the stepping number from reading the information stenciled on the top surface of the CPU itself. That means removing the heatsink and cleaning off the thermal compound.

To install a BIOS update, you need a compatible CPU installed first.

Lets figure out what you are working with.

Wouldn't this info be the match across all the same CPU models? I really don't want to remove the heatsink again and reapply the paste, super OCD and all that. I will if you think that that's really the problem,

I'm just worried I might have shorted something out as I didn't wear a grounding strap when making it and was on carpet.

Look at the compatibility link sent earlier. There are two different steppings indicated for your CPU. They require different BIOS versions to work.

The hardware seems okay. Since you have a R0 stepping CPU, your motherboard MUST have the proper BIOS version for it to work. From the earlier info that was provided, that means F7 (or newer).

Do you have access to another compatible CPU (see previous link for what will work) that could be used for troubleshooting and updating the BIOS?

I don't know to be honest, the last PC I built was 5 years+ ago. But I still have the order history of it - https://www.newegg.com/intel-core-i7-4th-gen-core-i7-4790k/p/N82E16819117369?Item=N82E16819117369
