Specs:
GTX 970 4GB
i5 6400 2.7GHz
DDR4 8GB RAM
7.2k RPM hdd with way more than enough space.

The frame drops to about 40 during intense moments in Battlefield 1 and my settings are on low with anti-aliasing and other settings turned off. resolution scale is 100% with 1600x900p monitor, Dx12 is off and I'm using Windows 10 64 bits.

Solution
I know your GPU is very good, but the cpu is possibly causing bottleneck, because Battlefield is very CPU intensive game. Everything else you have matches minimum requirements and your GPU is in recommened specs. Check how high is the CPU usage at the intense moments. If it's 100%, it's causing bottleneck.
