So, this GPU is faulty, right?

I just got my GTX 970 and my computer will not boot with it. It boots up with my 660 just fine. Power supply requirement is met, everything is plugged in correctly (6 and 8 pin), and my bios is up to date. There's nothing else that would make a 970 incompatible with my system if I'm having no trouble with my 660, correct?
