No, not yet it doesn't. You have to find out what actually happened, and what potentially got cooked.
It might be the PSU, it might just be a bad cable. Or it could be the motherboard, GPU.....anything.
 


First, visual inspection. Take EVERYTHING apart and inspect very, very closely. And I mean EVERYTHING.
However...lack of visual evidence does not automatically mean lack of damage. But it is a place to start.
 
well I took everything off except the CPU, even the stock cooler (then put it back on)

I mean I know its that part I can smell it and the plastic there is cracked and of a different colour(its still black but like a dull black color like asphalt and the rest of the motherboard is the colour of a brand new tire or something)

edit: yes i did remove the plastic cover before installing the CPU
 


i tried to determine...put everything back together again, the LED's light up but when i press the power nothing happens...

So Id assume its completely fried

do I order a new CPU and a new motherboard or do I try to yank out the CPU carefully?
 
I see fried traces and soot in both pictures. Motherboard's a goner. These are multi-layer boards and if an outside trace is fried there's also a chance that an inner trace is toast as well. At minimum it's motherboard replacement time. Based on what I see in the first picture I'm going to guess that you plugged the fan connector on backward.
 
Replace. There's no telling just what all is toasted. Cost of repair, if it was possible, would greatly exceed the cost of a new board.
