Socket 1366 i7 build - Zero Decibel, Passive - Possible?

As the Title states i am looking to build a system that cools passively, as ultimate music production solution.

My ambient room temperature is around 20~ degrees Celsius throughout the year.

I'd start my build from scratch, so I'll need everything, apart from a video card.
Since I recently purchased a passively cooled HD4670 from Club 3D. It runs at around 35°C, though it is getting some (very little) air circulation at this time.

Any help to achieve this goal would be greatly appreciated or alternate solutions such as sound proof closet to put the computer case in would be nice as well.

SYSTEM USAGE FROM MOST TO LEAST IMPORTANT: Music Production, Ableton - Cubase, no gaming or other stuff.

PARTS NOT REQUIRED: keyboard, mouse, monitor, speakers, OS

PREFERRED WEBSITE(S) FOR PARTS: n/a

PARTS PREFERENCES I7, atx or micro atx board in medium size case, not to big.

OVERCLOCKING: Never

MONITOR RESOLUTION: n/a

ADDITIONAL COMMENTS: Needs to be 100% passive. (With 1 backup fan.)
