If you have the runes, I suggest upgrading as well (esp if you plan on using
this as an end-game weapon).
If you're going to upgrade, I'd wait to socket it until after, to see what
your char needs most. I don't really bother with Pskulls though, if you
have ANY mana leech anywhere else then that should be sufficient. If you
don't need any more IAS and leech is all that needs improved though, its
your bow anyway
It looks like upgraded or not, a Shael drops your attack speed from 4 frames
to 3, but if you have 15 IAS anywhere else on your gear you're already at 3
frames, and adding 20 more IAS does nothing. You don't get any more output
from IAS unless you can get 120, according to

However, if that Shael lets you swap out your gloves for something better,
it may be worth it.
I always like Knockback on my Zons, so if I don't have that anywhere else I
usually put a Nef in the bow.
short - some peeps don't like knockback though
