Software for creating fast moving slide shows

I'm looking to get a program for creating fast moving slide shows of images and some video. I would like the images to flash past every 0.3 of a second or so like you see in adverts sometimes.
I'm happy to pay or use freeware I just have no idea what sort of thing to look for.
Anyone got some suggestions?

XnView creates slideshows. You can enter .3 seconds, but speed depends on hardware as well.
