Software for creating .svg files..

[TAUHID21]

I am not expert in creating of svg files and don't no which software can help me to create🙁. Just one software name I know Adobe Photshop CC (not sure) am I right or any other would be better.
And some iformation
MS Windows 7 Ultimate 64-bit SP-1
Pentium Dual Core Cpu E5700 @ 3.GHz
6.00 GB Ram
