Question Software for re-writing SPD data?

I shorted some components recently, did some damage to the mobo, I replaced the mobo but my RAM has also been stuck at 2133Mhz since, nothing I do can make it boot at any higher a frequency, changing the timings does nothing, changing the voltage does nothing, XMP profiles don't even work anymore. I'm assuming the shortage has messed up data on the sticks themselves, possibly corrupted, as MEMTEST shows no errors and games function fine as they did before, it just seems to have totally locked itself down to 2133Mhz. Any free software I can use to re write the info to the chips?

Edit: I've also reinstalled windows and updated to the latest BIOS, didn't fix my issue.

End objective being to overclock - correct?

What RAM modules are currently installed?

Are those RAM modules taken from the original motherboard? I believe the answer is yes - is that correct?

If so, did you confirm that the RAM modules are compatible with the new motherboard?

And can be overclocked.
