Software for video transmission via USB

Is there any software out there that would allow me to "stream" my screen to another device via USB? The machine which would be "streaming" runs Windows 8, and the receiving machine a Surface tablet running Windows 10.

USB is not meant to be host-to-host connection (in your case, PC-to-PC). There are very few products which connect two PCs together over USB, and they are custom devices for file transfer.

Your problem is solvable with simple remote desktop applications running over Ethernet or WiFi.

If USB is your only option, there are relatively cheap USB-powered displays which you would connect to your "streaming" machine as a second monitor.
