Software For Win8 that Creates Hotspot w/o Password?

Need some software recommendations. I'm trying to spoof the Nintendo Zone router for my Nintendo 3DS, and I know how to do it, I just can't seem to locate any piece of software compatible with Windows 8.1 that will create a virtual router that doesn't require a password. What I'm trying to do won't work if I can't use a specific SSID with no password attached.

from what i read the wpa is built into the windows api so you can't disable that. you could play around with the code and rebuild it to accept any password. maybe ask the developers for a branch of the code to suit this.
