In general the latency is based on distance. You have no control over the path the data takes. I highly doubt 60ms numbers from the USA to india. Your data can not run faster than the speed of light. This is reduce by running the light over fiber optic cable and because of the pathing of the cable in the oceans.
In general latency in the low 100ms is about the best you can expect from the USA to india. If you see numbers less than that you need to be sure about the actual locations of the server. 60ms is much more what you see between india and the EU. It is actually fairly high latency india to the EU because fiber mostly is in the ocean because it is cheaper to install.
seriously m getting 60-70ms on NA server while 200+ on europe and 150 on asian
i was used to get 250 ms on NA then i downloaded haste
because of it ping reduced to 60-70 ms u can see it uaself...!! try haste
