I have no idea if the title describes my problem right but it kinda freaks me out so I'll just describe it here.
Today suddenly my mouse stopped working on certain parts of the screen. I know it is a software bug because I tried another mouse and I tried using my android phone as a mouse (with Unified Remote) but still the problem remains.
Now let me explain further - right now for example, my mouse is fully functional on the chrome windows, but if I'll try to click something on Window's bottom bar it simply won't work. I can't click anything, and if I hover over an icon it wont do any effect.
I should point that I can fully operate Windows with my keyboard though (can for example open the start menu even though I can't with the mouse).
The weird thing is that the problem is inconsistent. Now I can't operate the bottom bar and before I restarted (restarting doesn't work..) I could only operate the bottom bar. And before that icons on my desktop were highlighted when I hovered over them but clicking them (right and left) did nothing. While on another program the mouse did work on the exact same spots on the screen.
I honestly have no idea what is causing that. I ran a full anti virus scan - nothing. An anti malware scan - nothing. Checked the Task Manager for unknown processes and end whatever task I thought could do anything - nothing. I uninstalled the mouse via Device Manager and then plugged it again - nothing.
I'm not sure if Windows installed any updates recently but I don't think it's just a buggy update.
I must mention that earlier today I've disassembled my mouse (generic mouse I bought on eBay) and then reassembled it because it was double clicking instead of clicking (had that problem before it's a mechanical thing inside the mouse). But again I don't think it's the mouse being faulty because I have tried different mouses and the problem persists.
So, if anyone has an idea what is causing this weird weird phenomenon please help me

Update 1:
Booting Safe Mode didn't help.
It's irrational - when I now booted everything was fine then suddenly after a minute some parts were "blocked" again... A windows I've been using became "blocked" when I did something else...
I ran CCleaner - registry fix and regular cleaning. Didn't help.
Now I tried booting with my mouse disconnected (it's acting strange since I've reassembled it this time... I'm buying a new one anyway..) . I wonder if that'll work.
