in the past days i've been reading posts about OS timers like HPET and etc and how in SOME cases, it helped by increasing performance or at least latency. So, i was trying to test them im my PC - win10 ultimate / mobo gigabyte 970a ud3p - but i have a major issue:
In the winTimerTester 1.1 that people uses the measure it, I just could reach 2 different timmings where other people lists 4. More specifically 14.2~ with HPET enabled in BIOS and OS and 4.2 with everything off.
the commands are:

bcdedit /set useplatformclock true
bcdedit /set tscsyncpolicy Enhanced
bcdedit /set disabledynamictick yes
-to delete-
bcdedit /deletevalue useplatformclock
bcdedit /deletevalue tscsyncpolicy
