Software system Timers and how to set them properly???

in the past days i've been reading posts about OS timers like HPET and etc and how in SOME cases, it helped by increasing performance or at least latency. So, i was trying to test them im my PC - win10 ultimate / mobo gigabyte 970a ud3p - but i have a major issue:
In the winTimerTester 1.1 that people uses the measure it, I just could reach 2 different timmings where other people lists 4. More specifically 14.2~ with HPET enabled in BIOS and OS and 4.2 with everything off.

the commands are:
-to add-
bcdedit /set useplatformclock true
bcdedit /set tscsyncpolicy Enhanced
bcdedit /set disabledynamictick yes
-to delete-
bcdedit /deletevalue useplatformclock
bcdedit /deletevalue tscsyncpolicy
bcdedit /deletevalue disabledynamictick

Am I forgetting something or it can be some hardware/OS fault??
 


1. There is no Win 10 version called "Windows 10 Ultimate"

2. What performance are you trying to increase with all this?

there's other websites around there when you search for HPET tweak or Timer tweak, some other forums and videos

by the end of the second link, it is mentioned in:
"Also, you might notice more of a difference in performance when testing single processor (socket) and single core processor packages Vs multi-socket / multi-core processor packages and configurations. I believe some of the more current desktops / workstations or Main Boards have more than one processor socket & core per processor which may be an interesting test behavior as we see the personal systems become more like the servers of a few years ago."

also, in some open world games (bf1, forza h3, pubg) this issue is usually listed as a way to reduce stutter.

-Yes, I know that even if it works, the benefits will probably be minimal. I know about limitations in this kind of tweak. But, since I don't have any money right now and my possibilies of overclocking and other OS tweaks had already been done, I want to try it out.
 
I have already did, thats why i'm lost right now. after following all of those forums and applying the tweaks, the timer that shows in my WinTimerTester isn't even listed on those (4.2MHz)
