[SOLVED] Software to add text as top layer?

Is there any software that will add text as a top layer on top of everything else on the screen?

So, like the equivalent of if you had a Word document open, but the background colour was "transparent", and so you can see everything behind it?

The equivalent of if you were standing in your house, and there was a bunch of writing on the window, and you could see your garden behind the text?

Just revise the search criteria to include, for example, your version of Word.
