Question Software to compare PC configurations

Two of my three computers share a problem in windows 10 (cannot rename folders, even new ones). The third works as advertised. All three are running win10 22H2 (19045.5247). I'd like to compare the one that allows renaming to to the other two units to see what might be causing the problem Does such a software exist? I couldn't find anything except for network routers.
