Question Soggy Thermal Pad on 1070

hi guys i recently bought myself a gtx 1070 quicksilver and i thought today i would do a little maintenance on the card so when i opened the card up cleaned the vents put on new paste i saw this small strip of rubber which looked soggy and worn out (thermal Pad) on the conducters. So i took it off my card temps are still under 50 degrees. so my question is is it okay to use the gpu without that pad?
