Solid blue light appeared after i tried to start pc

Upgraded my gfx card from a 950 to a 1060, installed it, and when i went to boot, i heard a pop and i smelled smoke. I immediately turned everything off and unplugged everything.

Now a solid blue light appears when i try to run it.

I suspected i didnt have enough power and my psu wasnt stromg enough, so i grabbed a 1000w and im still getting the blue light.

Gtx zotac 1060 amp
I7 4790k
Evga supernova 1000w
 
When an inadequate PSU suddenly blows it can take other components with it ---- typically the graphics card. Looks like that's what may have happened.

Try the 1060 in another system (but make sure the PSU meets requirements for a 1060). If card still doesn't work despite everything being properly configured, the 1060 is damaged.
 
I dont have a second system to test the gpu on.

Psu was tested standalone and works fine.

Any other solutions

I also tested this with my old 950 and it does the same thing
