Solution for hard disk not detected in bios

Dear all Assistants,
my hard disk is not detected in bios. I want to install windows 7 or XP, then not showing any partition or drive to install that particular Operating system.
And also i have try to solve by removing jumper yet nothing will find

Also, trivially
1) Reseat all cables at both ends
2) Has this drive ever worked in any computer, or is it new and possible defective.
