I have an old pre-built
CPU: FX8350
GPU: AMD RX 480 4gb ram

My budget is 300-500 dollars. I want to be able to stream, and handle games like Path of Exile to Fortnite at 144fps preferably, and be able to stream. I also like to do music and video editing on the side. I'm assuming a motherboard, and CPU upgrade and maybe cooling upgrades the way to go? Any ideas?

I'm not sure the B450 you selected will work out of the box with Ryzen 3000. The B550 will work and is in stock. This PSU is vastly better than the CX.

Oh that succccckkkkks. I would of bought it today if it worked on my old motherboard. Buzz kill. And someone else is buying me the rammmm soooo lol technically not more expensive and it has added RGB. Just to look cool.
 
Water closed loops fine..... Allllll I need to know is if the fan I get now will fit the new am4 sockets
The Ryzen 3600 does come with a decent CPU cooler. However, if you want a different one you don't need to spend huge amounts of money since it is a 65W TDP CPU. Hyper 212 RGB is a good budget/mid range cooler. It has a very large CPU socket compatibility as well. I don't know if it comes with any thermal paste, but from my experience most coolers do.
