[SOLVED] AMD FX 8320 Won't increase it's clock speed

So I recently decided to overclock my FX-8320 but I ran into a problem, I overclocked it to 4Ghz but it stays at 2,88Ghz under prime 95 stress test and is only at 72% utilisation. HWiNFO Reports the package temp being 38°C.
I am a complete newbie in overclocking, please help me.

CPU: FX 8320, Mobo: AsRock FX990 Extreme3, GPU: GTX 960 2GB, 16GB Memory, 120GB SSD, 1TB HDD

Update: I turned off Cool n Quiet and it seems to be running good now.
