(SOLVED) Can not get system to install win 7 pro (freezes at same place)

Alright, this is a brand new build and I went to install win 7 with my OEM win 7 pro 64 bit disk, so I set the bios to boot to dvd rom, inserted the disk, and saved changes and exited. Computer restarts, and goes into the black "loading windows files" screen and it goes through it just fine, windows logo pops up and says "Starting windows" goes through that just fine, But as soon as it hits the very first install page (the one that asks you to select a language) it froze. The keyboard will not respond, mouse will not respond, nothing (numlock key light won't even turn off and on).

So I reset thinking it may just be a fluke, same thing happens again at the exact same place. I hadn't used this install cd before so I thought, maybe it was a bad part of the disk, so I grabbed another install disk (win 7 pro 64 bit again) and tried it. Caused the exact same issue. So I thought maybe it was the dvd-rw drive causing issues. So I created a usb boot drive and tried to install it via usb (Went into bios and swapped the out the boot from dvd to the boot from usb). I boots up just fine again (although I was pleased to see much much faster), gets to the same exact point, and freezes again.

Now I'm thinking it has to be a RAM stick. I double checked the compatibility chart on asrock's website, and it states it as being compatible. So I took all sticks out except 1 and left it in the 2nd slot (primary 1), boots up the exact same way and once again locks up at the same screen. So I swap out for a different stick of ram, and put it in the same slot. All of a sudden I get a 53 error on the mobo and 3 beeps repeating. That's a ram problem. K so that means Its probably that Dimm slot on the motherboard or that stick of ram is bad right? So I move the stick of ram to the right 1 slot (would be secondary 2 slot) and try to boot up, and no 53 error, but it still freezes at the same point when trying to install windows....

I really don't know what else it could be other than memory or a dimm slot, But so far I'm having a real issue getting any of them to work correctly in any slot, and that just doesn't seem correct normal.

This isn't my first build (6th one I believe) but this is the first time I've had problems with a fresh build. Any ideas on what this could be? And I have let the computer sit for about a half hour because I read that sometimes it can take a while to recognize things or whatever their reasoning was, figured it couldn't hurt any. And it didn't help any obviously. Comp specs below

CPU: i7 6700k
mobo: asrock z170 professional gaming
RAM: 32 GB G.Skill Ripjaws V 2400 mhz ddr4 (F4-2400C15D-16GVR
SSD: Samsung 850 EVO 500gb
PSU: EVGA 850w 220 g2
no video card installed at this time (but will be an EVGA 1080 SC 😀

I've spent the better part of the last 2-3 days trying to figure this problem out. I finally figured it out... and here's the answer.

Apparently with the new z170 boards they will not recognize any usb ports if windows 7 is trying to load. Windows 8 and above will work just fine.... Sounds like its just another way for them to try to push us to upgrade to win 10....
And just an update, I tried the whole USB's on the front I/O instead of using the usbs on the back of the computer, and still no dice. It IS actually freezing right there. I've tried 2 different keyboards and finished swapping out sticks of memory and only found the one bad stick.
