System:
Asus 970 Pro Gaming Aura Motherboard Bios 0701
Fractal Integra M 650W
AMD Fx-8350
Gigabyte GTX970
16GB DDR3
Windows 8.1 x64 all updated
Drivers for NIC latest.

Problem:
I had to swap the MB as my older Sabertooth 990FX R2.0 burned up. + PSU

Got the 970 Pro Gaming Aura.
Windows is reinstalled for test.

I have activated Wake on Magic Package in the NIC driver.
Also tested all combinations under "Energy Savings"-tab

In BIOS/UEFI I have enabled Wake on PME-device, Network stack is enabled and so on.

But WoL only works for about 10 seconds after the PC has been shut down.
After that it's a no go.

It worked perfectly on the old board, and other units can be awoken by WoL on the LAN so it should not be the router. (ARP-table checked. no problems found)
The PC has static IP from the router.

Some times the NIC-LEDs go off after a few seconds.
Yesterday it did not, but WoL does not work.
This might be from different settings in UEFI/Windows.

You wrote, "But WoL only works for about 10 seconds after the PC has been shut down."

Wake-On-LAN is supported from S3 (Sleep) or S4 (Hibernate) state in Windows 10/8.

In the S5, or shutdown, state, the machine has no memory state and is not performing any computational tasks.

The only difference between states S4 and S5 is that the computer can restart from the hibernate file in state S4, while restarting from state S5 requires rebooting the system.

So I solved this.
Disabled Fast Boot in Control Panel, Power Settings.
Now I can start the PC at any given time.
Don't remember having to do this the last time, but whatever floats the goat..
