[SOLVED] Can't connect to internet after startup problems after downgrading to from Windows 10 to 8.1

I downgraded to Windows 8.1 after upgrading to 10 about a week ago. I left my PC and came back to find a screen saying there was a problem starting up. I ended up having to do a system refresh (where it saves your files, but not your apps).

It's now 8.1, but it wont connect to the internet. The troubleshooter said to reconnect the ethernet cable, but I don't use a cable; I use a wireless usb device. I tried unplugging it, restarting my router, and restarting my computer, but nothing is working and my PC can't detect any networks.
 
I got help. I forgot that the adapter driver wouldn't install with the rest of the windows installation, but with the disc that came with it. I can't find the disc so I downloaded the driver with the extra mini laptop I'm using.
