This was absolutely bizarre. New system:

Intel Core i7-12700K
MSI MPG Z690 Edge WiFi DDR4
Samsung 850 Evo for OS
Corsair SSD
Three additional SATA drives
ATAPI Optical DVD drive
32GB RipJaws RAM
Corsair AX860 Power Supply
EVGA GeForce RTX 3070TI FTW3

The poor guy went through so much troubleshooting.

SOLUTION - What it ended up being was the optical drive on both of our systems was connected to the "B" SATA port on the motherboard. That's it.

Hours of multiple head-desk moments because for some reason the motherboard does not like an optical drive plugged into SATA port "B". Thank you to @paul892 for finding out this weird anomaly. My system is running like a dream now. I figured I'd post this so it gets additional traction if others come across this.
