Solved - DBAN'd Seagate HDD can't install Windows error 0x80300024

I used DBAN on my Dell Latitude E6430 to completely wipe the hard drive, which it did leaving 298.1 GB unallocated space on drive 0. I then tried to re-install windows 7 and it can't get past the "Where do you want to install Windows?" section. Fist I get "unable to install Error 0x80300024". Under advanced, If I try to create the partition I get the blue circle for about 30 sec, then pointer returns to normal and the disk is unchanged. I have tried all the fixes I can find. I have booted and tried to partition it with GParted and Partition Magic. P-magic says it created the partition but SHOWS the drive unchanged. GParted gives me the I/O error. I have been working on this all day and have reached my wit's end. I suspect it may be a sata problem but can't really figure that out. Any thoughts?

Update - The Seagate drive is a self encrypted drive (SED) which left the disk basically untouchable. I had to connect the drive to my desktop, download and install Seatools for windows, and then perform an instant secure erase (ISE). Pro-tip: When you enter the 32 digit PSID be advised that it IS case sensitive so just hit cap-lock.
