(Solved) Installers not having permission to access something in ProgramData?

Update: So after a reformat and reinstall of Windows 10, the problem is gone. Maybe it was a problem that formed when I upgraded to 10, or maybe it was just some of that Windows "gunk" buildup showing itself.

So, this has happened twice. Once with Sound Forge 10, and now with LibreOffice.
The story with Sound Forge 10 is that it the installer was spitting out an error that, after a few Google searches, I discovered was related to... it not having permission to access something in ProgramData. After the fix of deleting a Sony folder, the install went off without a hitch.
Now the LibreOffice installer is spitting out an error; "Error 1303. The installer has insufficient privileges to access this directory: [directory leading to something in ProgramData]"

My question is, why does this happen? The fixes are simple enough (as far as I know); for SF10, delete the Sony folder. For LibreOffice, restart the machine.

So, my question:
Why does this happen, if the fixes are as simple as deleting a folder or restarting the machine?

Usually the issues you've pointed out(and most often found all over the www) can come about from a corruption of the OS. The OS is in its infancy stage with updates coming out almost every month or so or later but only amounting to more critical updates to patch up something that seems to be rushed into a release time frame.

Nitpicking aside, the end point here would be to back up your critical data if something were to go wrong since Windows 10 can go belly up for the silliest of edits(even one where you need to delete a folder) so please have a bootable USB installer at hand and ofc if the issue did crop up after a windows update took place then revert to the last functioning point via system restore. BTW has there been...

BTW has there been any issues since your January 11th reinstall of Windows 10? It is advised to perform a clean install instead of going through the upgrade path which also can result in the OS to go belly up.
