[SOLVED] SOLVED- new build: intel core i5-9400f downclocked

I successfully booted up my new build but my CPU is having a problem: its downclocked from max to somewhere 2.6 GHZ (the advertised max turbo frequency is 4.10 GHz) much lower than my old i5-2400 with max (and current) turbo frequency at 3.4 GHz in, an app called "HWinfo" reported that the turbo feature is on on the CPU (the new one). Do you know if its wrong settings or a bad MBO or CPU

EDIT: I was stupid. I thought at first that the clock speed was for the entire processor. now I know that clock speed is per core, after doing the math I found that this processor works as intended. I check the clock speed again it was 2.9 GHz not 2.6
check the temp when it under load.
well that may take a week, I need first a proper graphics card and also to transfer my data and games to the new computer but I will check once I got it, by the way, do you know any application that intentionally loads the CPU for a long time for testing? (of course I don't want viruses or trojan)
