A Cautionary Tale (Already solved - Posting here to help others)
Just finished building new pc - hooked it up and turned on.
No boot, no fans, no QCode, but..... mobo led was on.

Tried to do Bios flashback... but it failed with solid light.
Luckily, I eventually realized I was using Rog Strix x570 E-Gaming bios and not the correct Rog Strix x570 E-Gaming WiFi II bios.

Put new bios on flash drive... and light kepting blinkning ... bios was installing.
Same problem after new bios:No boot, no fans, no QCode, but..... mobo led was on.

Opened PC checked Ram seating. Decided to reinstall GPU.... but couldnt access it without removing cpu air cooler.
Had problems removing cpu air cooler.... to tight? stuck on cpu!! exerted... cpu came off with air cooler!!!! Oh no :-(
Thankfully Pins look ok.
Reseated GPU, Resintalled paste and air cooler.
Same problem: No boot, no fans, no QCode, but..... mobo led was on.

Finally decide to redo pins on Power and reset.
That worked!!! PC Boots into bios!!! Yay!!!!
Now let the TPM Windows 11 fun begin....

When you state redoing the pins, do you mean inverting the polarity of the pins that make contact with the front panel buttons? If so, you need to make sure that the arrow on the Dupont connector(the black tip on the front panel) and the +ve are lined up. So, the arrow = +ve(positive terminal). No arrow = -ve(negative terminal).
