Reverting Motherboard BIOS to Version 2.1 Fixed the Issue.
With ASrock Motherboards, Do not use the BIOS version 2.7 with the Sapphire Radeon R9 270X.
It was this BIOS version that started the issue.

I have started having an issue with my system where, whenever I try playing a Game using a Display plugged into my video card, the system freezes, and i have to power off/restart the system to do anything.
My system is:
Motherboard: ASRock FM2A78M-HD+
Processor: AMD A8-7600 @3.1Ghz/3.8Ghz (Turbo)
RAM: 16GB (2x8) Crucial DDR3 1600Mhz
HDD: 2x Seagate Barracuda 1TB
PSU: Enermax B500-SB 500W ATX PSU
