I recently put together my first PC build (https://pcpartpicker.com/list/QXccyX), and have been using my keyboard and mouse (both connected through USB) with no issues. However, I tried the other day to connect my phone (Android - Galaxy S7 Edge) through the ports on the front panel, and it charges, but I wasn't met with the familiar sound of a new device being connected, no drivers were automatically installed, and the phone isn't listed in the Device Manager, Disk Management, or in the BIOS. The notification that normally pops up on the phone that enables you to choose "charge only," MTP, etc. does not appear, but the phone charges. I have 8 USB ports total - 2 sets of 2xUSB 2.0 (one port is a BIOS Flash port) on the back panel, 2xUSB 3.0 on the front panel, and 2xUSB 2.0 also on the front panel.
Working properly:
2x USB 2.0 ports mounted to the motherboard - I've been using my mouse and keyboard in these ports with no issues at all.
Not working, all with the same symptoms (power, but no data):
2x USB 2.0 ports mounted to the motherboard - one is a BIOS Flash port. Neither is working.
2x USB 2.0 ports on the front panel, connected to the JUSB2 header on the motherboard.
2x USB 3.0 ports on the front panel, connected to the JUSB3 header on the motherboard.
System Details:
OS: Windows 10 Home
Motherboard: MSI B450 Tomahawk
CPU: AMD Ryzen 5 2600
Graphics Card: Radeon RX Vega 56
RAM: 2x G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-3200
What I've tried so far:
Restarted computer and phone.
Installed drivers for phone-to-PC communication (Samsung USB Driver for Mobile Phones, and Universal Nkd Driver 0.72).
Enabled USB Debugging on the phone.
Made sure my USB drivers are up to date.
Made sure all motherboard drivers are installed and up to date.
Made sure BIOS software is up to date.
Tried 4 different USB cables with my phone.
Tried connecting a different phone.
Tried connecting an external hard drive (powered, but not detected).
Disabled "allow the computer to turn off this device to save power" on all devices under the USB Devices heading in the device manager.
Installed Media Feature Pack for Windows 10 N.
Unplugged my mouse and connected it to each USB port - the only one it worked with is the one that it was originally connected to.
Unplugged my mouse again, and connected my phone to THAT port - the PC instantly recognized my phone, and functioned properly.
Extra info, probably irrelevant:
I realized my PCIe wireless card (which also requires a USB header) does have a wire connected to the slot going to pin 10 in JUSB1 - according to the motherboard manual, pin 10 should have nothing connected. My front panel USB ports' cable, connected to JUSB2, does not have that wire. I'm not sure that's relevant though, since my USB 3.0 ports are experiencing the same problem, but to be thorough, I thought I'd include the information.
What it couldn't possibly be:
Issues with the phone.
Issues with the phone's USB cable.
Does anyone have any insight to this issue? I'd hate to have to do an RMA, since I haven't quite nailed down what the problem is, but I only have a few days left to get any parts replaced if that's what I need to do.

SOLVED!
Apparently the BIOS update (v1.1) killed the USB ports for whatever reason. After a lot of digging around on MSI's forum, I found several posts from people who had the same symptoms on different motherboards.
To fix it, I downloaded v1.0 from the MSI website (listed as 7C02v10 at https://www.msi.com/Motherboard/support/B450-TOMAHAWK), extracted the folder onto a 16gb USB flash drive (with no mouse - man, Windows 10 does not make keyboard-only navigation easy), restarted the computer and went into the BIOS. I selected USB Flashback+, then chose the BIOS "update" file on the flash drive, and allowed the BIOS to downgrade itself. Restarted again, and now all USB ports are functioning normally!
I'm leaving this here for anyone else who may end up having the same issue.
