[Solved] Windows won\'t start up, startup repair can\'t fix it

when I turn on my computer the windows logo appears but it does not finish start up.What can I do I tried start up repair but it does not fix problem and I checked start up file and it said it was empty is there any way to fix.I already tried restore and recovery.PLEASE HELP ME!

Do you have a Windows 7 Operating System disk?

Unplug all USB, restart.
