Question (SOLVED) Would this PSU(in the pic) power a dell optiplex 390 MIH61R mobo?

Hi, everyone! Hope you're all having a nice life! :)
I bought a Dell Optiplex 390 MIH61R micro-atx motherboard as a quick replacement for another (not dell) one that died. I got it on eBay. When it arrived, I wanted to test it and see whether it worked by using a generic PSU, it didn't; the fan cooler went on and off, and I heard some sort of "clip" coming from the PSU. I've read this can happen, however, I'd like to know 1) if the PSU I used is powerful enough, to discard a faulty mobo, and 2) What PSU would you recommend I should get?
Mobo comes wit:
Intel Core i3-2120, 3.3GHz
Nanya 2x 2GB 1Rx8 PC3-10600U
I put this in a regular, non dell, atx case. I found a video on youtube on how to wire the whole thing, it worked(the wiring). I'm attaching a picture of the PSU:

Check the connectors on the Dell mobo. It is unlikely that it uses "standard" connections. You may either have to consider a Dell PSU option or adapters. There are LOADS of good resources on what is needed due to the popularity of using older Dell office systems as budget gaming rigs.

It does; a 24 pin + 4 pin connector. It's a micro-atx mobo, it's not one of those weird 8 pin + 6 pin or any of that sort. I did research before buying it, and yeah, watched a few videos on people using dell pcs to make " budget gaming rigs."

It's a horrifyingly poor quality "XTech" PSU that is a fake 600W. While your PC doesn't require much power with an i3 and no GPU, this is of such poor quality that I wouldn't run this in any system.

Yeah, I know, but it's the one available. It's on another pc with a foxconn mobo and some intel cpu. I plan on getting a new one, just not sure which will do. So, do you think the problem is most likely the PSU not being able to properly power the mobo, rather than a faulty mobo? I know it's a tricky question since you don't have physical access to it, but I do appreciate your input on this.

This seems to be a RAM issue. I removed the RAM modules and tried with another one, and it worked; the motherboard powered on and could see a bios message. So not a PSU issue as I first thought based on what I'd read, nor is a mobo or cpu related one. I still plan on getting a new PSU, probably this one
