Some 60 fps youtube videos lag when i move my mouse around?

So yeah ,i recently noticed that when i move my mouse around the video frame on some youtube(60 fps) videos they lag a lot(there are a lot of dropped frames). So, is this a hardware problem? I'm currently using Google Chrome, my gpu is a gtx 760 and my cpu is an i5-3570.
The weird thing is it doesnt happen on all 60 fps videos, just some. Also on twitch, i see dropped frames when i move my mouse around on streams with 60 fps.
