Question some apps are glitching its hard to explaine

Hi there im Tom (dutch) and i haf a little problem

apps like whats app wall paper engine and NZXT cam are glitchin i think its a windows thing not sure yet
didnt fint anything online of it so maybe some of you guys know whats it
edit: when my mouse goes over it its back to normal and then it stats slowly getting gltichie
