Some doubts about power % on a gtx 970 G1 Gaming soc

Well I'm still learning about overclocking and I'm reading a lot about it before trying anything, I downloaded the MSI afterburner to see some statistics and see temperatures, etc. then noticed that my Power % was maximum at 60% while gaming, and the GPU temp was only at 51ºc. I tried to search some info in the web and I didn't found anything useful, maybe I just don't know what to search for.
My question is, this power % is normal? I'm getting 60 fps in gtaV at 1080p with the NVIDIA GeForce experience "optimal settings", so it doesn't worried me that much, I'm just curious.

Here is my rig:
Core i5 4690k stock
GTX 970 G1 Gaming soc stock
16gb Kingston Savage
Asus Z97 Deluxe
EVGA 750 G2 Supernova

Yeah, that's the way your GPU normally operates. The gpu load and power % are not linear (they don't go hand in hand all the time). Your GPU is running fine.
If you have vertical sync for example, it iwll limit your FPS to your monitor refresh rate which i guess is 60hz, so your GPU supplies the max framerates - 60 at only 60% load, why would it reach 100% load and generate more heat for something that it's capable of doing at only 60% load? Try removing vertical sync going ultra graphics (which I think you already have) or higher resolution and you will see your GPU reaching higher usage.
 


I just tried this and I don't know if is the case, I had Vsync enabled and yeah, my monitor has 60hz (Smart tv) I tried to kill the GPU opening Project Cars downsampling 3840x2160 v-sync off and everything on ultra and I get like 4fps, the gpu load was at 100% but the power % was still in 66-68%, went to 78% with gtav vsync off ultra and the gpu load was at 98%, any ideas?
