Question Some Downloads are extremely slow using fiber but If I switch to my Celular hotspot

Hi there friends. I'm having the following problem. Some downloads are super slow using my fiberoptic connection hardwire. But if I switch to my wireless cell hotspot instead of the fiber optic my connection does improve a lot. For example, downloading 120 megabytes hardwire with fiber will take 45 minutes approx. but with hotspot only 3 minutes. I call the internet company twice asking if they have any filters or restrictions, but they claim everything is open. Any suggestion please would appreciate it.

One is a build in to Kodi. The other one is an app from an IPTV site. But if the sites were the problem, shouldn't have problem also using my own hotspot?
