Question some games won't launch and advpack error..?

i have this rig..

Intel Core i5-4440 3.1GHz
24GB 1600MHz RAM
Gigabyte B85-HD3 rev 2.0
MSI R9 390X Gaming 8GB
WD HHD 1TB Green Power

I got far cry 5 and resident evil 2. boh won't launch for reasons..?
far cry 5 won't show the AMD intro logo. so, it only displays the warning paragraph. this black screen.
resident evil 2 launch as black screen in windowed mode. then it close!
also, I try to install DirectX 9.0C and i get Error saying 'Error creating process. Reason advpack.dll'
any help?

I know this may be a weird concept, but if you were to actually buy the games...your problems would magically go away.
