I would suggest the Ivy Bridge i5-3570K--all the benefits of the Sandy Bridge i5-2500K with improved die shrink. Should easily stay under budget (20k pesos/1500USD) and leave room for a good GPU.

I'd pick the ASrock, but that's just personal preference.

I believe the OP is suggesting 20,000 Indian Rupees = $380 app.

For that price, you're better off with the i2500K. Rock solid performance, and its been around for a bit so its totally tried and tested.
